Steps

  1. Combine the rice with three-quarters of the water in a saucepan, bring to a boil, cover, and simmer on low for 15 minutes; rest off the heat, covered, for 10 minutes.
  2. While the rice cooks, make the chili garlic sauce: whisk the remaining quarter of the water, the soy sauce, brown sugar, cider vinegar, red pepper flakes and half the cornstarch in a small bowl.
  3. Toss the cod fillet pieces with the remaining half of the cornstarch to coat lightly.
  4. Heat half the canola oil in a large skillet over medium-high heat. Sear the cod fillet pieces in one layer, turning gently, 2 to 3 minutes per side, until the cod flakes and reaches 145°F (63°C). Transfer the cod to a plate.
  5. Add the remaining half of the canola oil to the skillet. Stir-fry the carrot for 2 minutes, then add the broccoli and stir-fry 3 to 4 minutes until crisp-tender.
  6. Add the garlic and ginger and stir for 30 seconds until fragrant.
  7. Stir the chili garlic sauce, pour it into the skillet and simmer about 1 minute until glossy and thickened. Return the cod to the skillet and fold gently to coat.
  8. Drizzle with the toasted sesame oil, scatter the green onion over the top, and serve over the rice.
