Steps
- Preheat the oven to 375°F (190°C). Bring the water to a boil in a large pot.
- Cook the pasta in the boiling water 2 minutes less than the package time, then drain.
- While the pasta cooks, heat the olive oil in a large skillet over medium heat and cook the onion until soft, about 5 minutes. Add half the garlic and cook 30 seconds.
- Add the beef and cook, breaking it up, until browned and 160°F (71°C), about 7 minutes.
- Stir in the cumin, cinnamon, paprika and tomato paste for 1 minute, then add the tomatoes, half the salt and the black pepper. Simmer 10 minutes until thick.
- Make the yogurt sauce: whisk the Greek yogurt, egg, the remaining half of the garlic, the remaining half of the salt and half the Parmesan in a bowl.
- Toss the pasta with the beef sauce and spread it in a 9x13-inch baking dish. Spread the yogurt sauce over the top and sprinkle with the remaining half of the Parmesan.
- Bake 25 minutes until the topping is set, golden and reaches 160°F (71°C) in the center. Rest 10 minutes, then scatter the parsley over before serving.
