Steps

  1. Prepare the flank steak, red bell pepper, green bell pepper, yellow onion, ginger, garlic and green onions as noted before you start cooking.
  2. Bring the rice and 400 g of the water to a boil in a saucepan, cover, reduce to low and simmer 15 minutes; rest off the heat 5 minutes, then fluff.
  3. While the rice cooks, toss the flank steak with half of the cornstarch in a bowl.
  4. Make the sauce: in a small bowl whisk the remaining 120 g of water, the low-sodium soy sauce, brown sugar, cider vinegar, toasted sesame oil and the remaining half of the cornstarch.
  5. Heat half of the canola oil in a large skillet over high heat. Sear the flank steak in a single layer, in two batches, 1 to 2 minutes per side until browned and it reaches 145°F (63°C); move it to a plate and let it rest 3 minutes.
  6. Add the remaining half of the canola oil to the skillet. Stir-fry the yellow onion, red bell pepper and green bell pepper 3 to 4 minutes until crisp-tender.
  7. Add the ginger and garlic and stir-fry 30 seconds until fragrant.
  8. Stir the sauce, pour it into the skillet and cook about 1 minute until glossy and thickened, then return the flank steak and its juices and toss to coat.
  9. Serve the beef and vegetables over the rice, topped with the green onions.
