- Heat the oven to 400°F (200°C) and line a baking sheet with parchment.
- In a large bowl, whisk the flour, granulated sugar, baking powder, salt, cardamom and lemon zest.
- Add the cold butter and rub or cut it in until the largest pieces are the size of peas.
- In a small bowl, whisk all but about 1 tablespoon of the heavy cream with the egg, the vanilla and half of the orange juice.
- Pour the cream mixture into the flour mixture and stir with a fork just until a shaggy dough forms.
- Turn the dough onto a lightly floured counter, pat it into a rectangle, fold it in thirds, then pat it into a 6 by 8-inch rectangle about 1 inch thick.
- Cut the rectangle into 6 squares, then cut each square diagonally to make 12 triangles; set them on the baking sheet and chill for 15 minutes.
- Brush the tops with the remaining heavy cream and bake 16 to 18 minutes, until golden and a toothpick in the center comes out clean.
- Cool the scones on a rack for 15 minutes.
- Whisk the powdered sugar with the remaining half of the orange juice until smooth, drizzle over the scones and let the glaze set for 10 minutes.
