Steps

  1. Preheat the oven to 350°F (175°C) and line an 8-inch square pan with parchment, leaving an overhang.
  2. Prepare the butter: melt three-quarters of it and let it cool slightly; cut the remaining quarter into small cubes and keep it cold.
  3. Make the streusel first: in a small bowl, mix the oats, almonds, half of the brown sugar, one-quarter of the flour and the cinnamon. Rub in the cold cubed butter with your fingertips until clumpy, then chill it while you make the batter.
  4. For the brownie batter, whisk the melted butter with the granulated sugar and the remaining half of the brown sugar until glossy.
  5. Whisk in the egg and vanilla until smooth and slightly thickened.
  6. Sift the unsweetened cocoa powder, the remaining three-quarters of the flour, the baking powder and the salt over the batter, and fold until no dry streaks remain.
  7. Fold in the chocolate chips and spread the batter evenly in the pan.
  8. Scatter the chilled streusel evenly over the batter and press it in lightly.
  9. Bake 32 to 36 minutes, until the topping is golden and a toothpick inserted in the center comes out clean.
  10. Cool in the pan on a rack for at least 1 1/2 hours so the bars set, then lift out with the parchment and cut into 12 bars.
